The meeting was called to order by Mayor Turner. An invocation was given by Councilman Steve Turner, followed by the pledge of allegiance.
A motion was made by Councilman Elliott Richardson to accept the minutes from the Nov. called meeting. Councilman Harold Forister seconded the motion. All voted in favor. Councilman Todd Mullinax made a motion to accept the Oct minutes with Councilman Harold Forister seconding. All voted in favor.
Mayor Turner presented the Oct. financial statement for approval. Councilman Todd Reeves made the motion to accept with Councilman Steve Turner seconding. All voted in favor.

The mayor , followed by the pledge of allegiance.
Mayor Turner stated that the purpose of the meeting was to present to council the 1st reading on a Tax Anticipation Note. After an explanation on how the note would work and the reasons for its necessity Councilman Mullinax made the motion to accept first reading. Councilman Forister seconded the motion. All voted yes.
A public hearing and a second reading to follow.
Councilman Mullinax made the motion to go into executive session to discuss a contractual agreement and obtain legal advise on an audit matter. Councilman Elliott Richardson seconded the motion.
Council came out of executive session at 6:55 p.m. – A motion was made by councilman Todd Mullinax to engage the agreed upon audit services at the mayor’s discretion for the general and SOVA account. Councilman Forister seconded the motion- all voted in favor.
Councilman Mullinax made the motion to adjourn with Councilman Turner seconding the motion. All voted in favor—Meeting adjourned at 7:00 p.m.

The meeting was called to order by Mayor Turner. An invocation was given by Rev. Chuck Sprouse, followed by the pledge of allegiance.
A motion was made by Councilman Todd Mullinax to accept the minutes from the Aug. meeting. Councilman Steve Turner seconded the motion. All voted in favor.
Mayor Turner presented the Aug. financial statement for approval. Councilman Todd Reeves made the motion to accept with Councilman Elliott Richardson seconding. All voted in favor.
New Business:
Chairman Todd Reeves introduced the first reading of the 2011-2012 budget making a motion that council accept first reading. Councilman Elliott Richardson seconded his motion with all members voting in favor. A public meeting is to be held on Sept. 27, 2011 @ 5:30 at the Visitor’s Center concerning the budget with the second reading at 6:00 p.m.
Mr. Archie Ferqueron presented a “FYI” vision of a soccer complex at the old mill site. Council agreed to accept his presentation as information.
Mayor Turner presented the second reading to amend ordinance 37-01. Councilman Todd Mullinax made a motion for council to accept the second reading. Councilman Steve Turner seconded the motion. All voted in favor.
Councilman Todd Reeves proposed that council vote to raise the rental of the depot to $150.00 for non-residents and $125.00 for Ninety Six residents with an additional $50.00 refundable deposit. Councilman Reeves also, proposed that any non-paying civic groups that wished to use the depot for meeting must do so on Mon-Thurs. Councilman Richardson seconded the motion and all voted in favor.

The meeting was called to order by Mayor Turner. An invocation was given by Town Clerk/Treasurer Mary Ann Goodman, followed by the pledge of allegiance.
A motion was made by Councilman Todd Mullinax to accept the minutes from the July meeting. Councilman Steve Turner seconded the motion. All voted in favor.
Mayor Turner presented the financial statement for approval. Councilman Todd Reeves made the motion to accept with Councilman Elliott Richardson seconding. All voted in favor.
New Business: Mayor Turner presented The Town of Ninety Six’s Safety Policy for council to adopt. Councilman Todd Mullinax made the motion to accept the policy with Councilman Harold Forister seconding- all voted in favor.
Ninety Six Historical Site Supt. John Slaughter introduced himself and stated that the Historical Site’s goal is to build a strong partnership with the Town of Ninety Six. Clemson student, Eathan Gray, who has worked for the National Park service this summer gave a video presentation on the Ninety Six National Historic Site.

Attending the meeting were Attorney Bell, Mayor Turner, Council Member Richardson, Council Member Turner, Council Member Reeves, Council Member Goodman, Council Member Forister, Council Member Mullinax, Police Chief Robert Shingler, Superintendent Ken Yonce, Fire Chief Neil Lomax, and Events & Tourism Director Marjie Blalock. Reverend Chuck Sprouse from First Baptist Church of Ninety Six delivered the invocation. The Pledge of Allegiance was recited.
PUBLIC HEARING
The purpose of this hearing was to announce the proposed budget for the 2010-2011 Town of Ninety Six fiscal year. Mayor Turner stated that the anticipated income is $936,465 and the anticipated expenditures are $936,465. The Police Department’s budget is $265,550, The Street & Sanitation Department’s budget is $237,310, The Administration’s budget is $125,850, The Fire Department’s budget is $ 50,868, The Events & Tourism Department’s budget is $56,187, and the Non-Departmental budget is $200,700. The budget year is October 1, 2010 through September 30, 2011. The hearing was adjourned at 6:08 p.m. by Mayor Arvest Turner.

Motion was made by Council Member Reeves to accept the Minutes from August 16, 2010 and was seconded by Council Member Goodman.
Council Member Reeves stated that Marjie Blalock’s name should be added to the persons attending the meeting in the minutes since she does give a department report.
All voted in favor.
FINANCIAL STATEMENTS
Motion was made by Council Member Richardson to accept the August 2010 Financial Statement and was seconded by Council Member Turner. All voted in favor.
1st READING OF HOSPITALITY TAX ORDINANCE
Mayor Turner stated that all council members have been furnished a copy of the prepared tax ordinance. In lieu of a tax increase, the finance committee decided on this tax to help with the budget. The Hospitality Tax is a 2% tax on all the places in Ninety Six that sells food. The estimated income from the tax is $33,000 per year based on the gross income of businesses that sells prepared food. This tax money will be used for the Events & Tourism Department’s expenses. Motion was made by Council Member Forister to accept the 1st Reading of the Hospitality Tax Ordinance and was seconded by Council Member Mullinax. All voted in favor.
JOB DESCRIPTIONS
Mayor Turner stated that all council members have been furnished a copy of job description revisions. Council Member Goodman furnished these descriptions for review and will be voted on at the next meeting.
NOISE ORDINANCE AMENDMENT
Mayor Turner stated that this will be postponed until a later date.
ORDINANCE ENACTING & ADOPTING A SUPPLEMENT TO THE CODE OF ORDINANCES
Mayor Turner stated that council members have received the packet of ordinance changes for the ordinance book. Motion was made by Council Member Forister to accept the Ordinance Enacting and Adopting a Supplement to the Code of Ordinances and was seconded by Council Member Richardson. All voted in favor.
ENGRAVED BRICKS FOR TOWN CLOCK
Mayor Turner stated that engraved bricks are available for purchase at $50 each or 2 for $96 with each brick containing 2 lines of 18 characters per line.
COMMITTEE REPORTS:
EVENTS & TOURISM: Marjie Blalock provided a copy of the events happening in the town and stats from the Homeade Genius Music & Art Festival. Ian with Homeade Genius thanked the town for helping put on this event.
PLANNING: Council Member Goodman had nothing to report.
JUDICIAL: Council Member Forister inquired about a curfew ordinance along with the noise ordinance.
BUILDINGS: Council Member Mullinax would like to meet with the committee about maintenance on some of the buildings in the town.
PUBLIC SAFETY: Council Member Turner had nothing to report.
FINANCE: Council Member Reeves thanked the committee for the long hours worked to prepare the budget. The finance Committee decided to begin a $3.00 administration fee for all payroll deductions to cover administrative costs on issues like child support etc. Motion was made by Council Member Reeves to adopt a $3.00 administrative fee for all additional payroll deductions per pay period and seconded by Council Member Goodman. Council Member Mullinax inquired about putting this procedure in the Policy Manual and providing a memo to all employees before October 1st. Mayor Turner called for vote: Goodman-yes, Forister-yes, Mullinax-yes, Turner-yes, Reeves-yes, Richardson-yes, and Mayor-yes. Council Member Reeves recommended that the town negotiate a reduced rate on walk-in drug testing called SAM 9 and contract billing. Reeves thanked all the departments for all the hard work done for the Homeade Genius Festival.
STREET & SANITATION: Council Member Richardson stated that Council Member Goodman contacted him about the curbing on Lowell St. and Norwood Ave. Richardson will call the state and put in a request. Council Member Richardson inquired about the school crossing guard at Edgewood Circle. Mayor Turner stated that a contract was given to the school district but has not been executed yet.
WEBSITE: Council Member Mullinax had nothing to report.
DEPARTMENT REPORTS:
POLICE: Chief Shingler stated that the Jag Grant was approved for $10,593 to purchase equipment. Chief thanked Doug Bell for the golf carts used during the festival and TL Cycles for helping also.
FIRE: Chief Neil Lomax presented Brian Fortner with the certificate for completing Firefighter II training. Chief Lomax recommended Johnny McDaniel as a new hire for the fire department. Motion was made by Council Member Mullinax and was seconded by Council Member Turner. All voted in favor.
STREET & SANITATION: Superintendent Ken Yonce informed Mayor and Council that John Deloach wrote a letter to the editor commending the Street & Sanitation on what they do for the town.
MAYOR: Mayor Turner recognized Danny Ostrowski with the 96 MVA. Danny invited Mayor and Council to attend the County Council Meeting at 5:30 p.m. The slide show that was presented to town council will be shown at this meeting. On October 16th, the National Night Out will be held at Cambridge United Methodist at 5:00 p.m. The Dave & Joe Show will be performing, there will be hot air balloon rides, BBQ and it is all free.
With unanimous ayes, the meeting was adjourned at 7:12 p.m. after a motion by Council Member Forister and seconded by Council Member Reeves. All voted in favor.

Motion was made by Council Member Mullinax to accept the August 2010 Financial Statement and was seconded by Council Member Turner. All voted in favor.
DEPOT AGREEMENT
Mayor Turner stated that damages have occurred to the depot from citizens that have rented the building. Attorney Doug Bell revised the agreement to be reviewed. Council members were provided a copy of the agreement at a workshop. Council Member Reeves suggested that a security guard, who is approved by the Ninety Six Police Department, should be in the building after a certain time during the functions at the depot. Mayor Turner stated that the officers are allowed to patrol the depot at any time during a function. Council Member Forister made a motion to adopt the Depot Agreement and was seconded by Council Member Turner with the amendment of security and time limit. All voted in favor.

Mayor Turner provided council a copy of the policy at a workshop. Council Member Turner suggested that a meeting with Chief Shingler should be scheduled to discuss this policy.
